Estrela Tech, LLC is a joint venture established specifically for the provision of services under GSA's 8(a) STARS II Governmentwide Acquisition Contract (STARS II). The joint venture was formed through a Contract Teaming Arrangement (CTA) comprised of 3 elite small business members leveraging their International Organization for Standardization (ISO) 9001:2015 certification for the design, development, and provisioning of information technology support services as well as its Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI)-DEV® Maturity Level 3 certification for software engineering to deliver technically innovative, reliable and cost-effective solutions, services, and products to the Federal Government.

8(a) STARS II, a small business set-aside GWAC, providing flexible access to customized IT solutions. With a $10 billion program ceiling currently in it's 5-year option period which ends August 30, 2021, 8(a) STARS II allows for long-term planning of large-scale program requirements while strengthening opportunities for 8(a) small businesses. Although the contract ends in 2021, Task Orders may extend up to three years beyond the GWAC PoP.

Two constellations based on industry accreditation
8(a) STARS II industry partners are classified in two constellations. Industry partners in both constellations have competitive pricing and technical proficiency. Constellation II also includes industry partners with an additional industry credential, such as Capability Maturity Model Integration (CMMI) or ISO 9001 (quality management system)
Directed task orders up to $4.5 Million each
8(a) STARS II allows directed task order awards for orders under $4.5 Million, including options. Orders more than $4.5 Million must be competed among the industry partners in your chosen constellation and functional area
Low 0.75 percent contract access fee
GWACs have the same low contract access fee as GSA Schedules
Access to multiple types of task orders
8(a) STARS II offers fixed price, time and materials, labor hour, and blended task order types, providing greater flexibility in procuring different types of IT products and services and meeting your mission requirements.
